Biofuel win for Savills

The Savills Planning Team in Oxford has secured full planning permission on behalf of BP and Shell for storage tanks to accommodate 10,000 cubic metres of biodiesel and 2,000 cubic metres of ethanol at their joint venture fuel terminal at Kingsbury in North Warwickshire. The additional ethanol and diesel storage capacity is required to meet Government's Renewable Transport Fuel Obligation (RTFO), which requires BP and Shell's petrol and diesel to include a 5% blend of biofuel by 2010.

A screening opinion prepared by the Milton Keynes EIA team persuaded the planning authority that Environmental Assessment was not required. Nevertheless, the new tanks will be sited on Green Belt land and so a robust case for very special circumstances had to be demonstrated to win officers support. Liaison with the Health and Safety Executive, the Environment Agency and the Council's Emergency Planning Unit, as well as local interest groups was also required to secure the approval of the application by North Warwickshire Borough Council's Planning and Development Board on 15 July 2008.
